On Wednesday, what seemed improbable actually happened.   It had child advocates asking themselves, “Are we in Florida?”

One week after a Florida Today editorial urged a new direction for “the state’s troubled juvenile justice system”, new Department of Juvenile Justice Secretary Walter McNeil stood respectively before the House Juvenile Justice Committee and told them that the Department has been going in the wrong direction and as a result children have suffered.

Secretary McNeil contrasted the 1994 mission statement of DJJ with the mission statement as it exists today.  In ’94 the statement read “to provide a full range of programs and services to prevent and reduce juvenile delinquency in partnership with families, schools, communities, businesses, law enforcement, and other agencies. We are committed to a balanced approach that increases public safety, provides department and offender accountability, and affords opportunities for youth to develop into responsible citizens.”  The current mission statement reads only “to protect the public by reducing juvenile crime and delinquency in Florida.” 

Saying that it was time to “go back to the future”, Secretary McNeil painted a picture of a DJJ that focuses on balance, fairness and accountability, including the gender specific needs of girls. Stressing the need for prevention, intervention, and incarceration, Secretary McNeil made it clear as a sworn law enforcement officer that he would aggressively protect the public safety while encouraging rehabilitation.

Another encouraging moment (or moments as it were) occurred in both the Senate Committee on Healthy Policy and the Senate Committee on Health and Human Services Appropriations regarding Healthy Start.  Information discussed included the racial disparity in infant mortality, the increased need for Healthy Start Services, new ways to reach at-risk mothers, and expanding services to women of child bearing age so that more women would initiate their pregnancies already healthy.  The issue was covered in-depth by Stephen Price of the Tallahassee Democrat in his article entitled “Racial gap in infant mortality growing.”

The problem of infant mortality and low birth weight was covered statewide in the media the previous week as a result of a press conference initiated by Florida Healthy Start Coalitions.  Ron Sachs Communications provided pro bono support to the event and the press packets prominently featured the Children’s Campaign policy briefs.

KidCare was once again in the news, as the Associated Press reported on the increase in legislative resolve to cover more of Florida’s eligible children. The article provided a brief history of KidCare, the huge drop in enrollment due to past legislative overhauls, the number of Florida children without health care (700,000 according to the article) and increasing outreach to families who may be eligible for the program. Aaron Bean (R-Fernandina Beach), Chair of the House Healthcare Council, was featured in the article saying he opposed broadening income requirements to make more families eligible, due to budget restraints, but if there remained administrative hurdles, he would help remove them, regardless of budget issues. He was quoted as saying “we could all work on finding the funding.”

On Wednesday, a coalition of Kidcare advocates including Children’s Campaign representatives Roy Miller and Linda Alexionok met with Alex Sink, Florida’s new Chief Financial Officer. 

Ms. Sink has publicly announced that she would use her appointing authority to name herself as chair of the Florida Healthy Kids Corporation, a development supported and cheered by health experts and advocates alike.  Strategies are moving forward to stop the bleeding of Kidcare in this state and to propel it in a better direction.  Legislation under development will promote administrative fixes that will result in increased enrollment. Meetings are taking place also with the Governor’s office and Senate leaders.  More news will be forthcoming.

The Orlando Sentinel published an editorial on February 16, which called Florida’s pre-k program “a disappointment”. Focusing on the constitutional amendment approved by the voters and the separation of that with the current program, the editorial stressed that “Florida’s pre-kindergarten program is not living up to its potential.” The editorial argues that the educational and practical benefits of a quality pre-k program are worth an increase in standards and allocation, and charges Governor Crist and the Legislature to “give Floridians the top-quality program they were promised.”

In a thoughtful response penned by Senior4Kids senior volunteer Linda Armstrong, who lives in Orlando, the powerful point was made that the benchmark fix to pre-k must start with mandating teachers with bachelor degrees and experience in early education.

Raising the public awareness of issues facing children will continue to have a positive effect for the children of Florida. As NBC says in all of its commercials, “the more you know...”
